Lopez Library Policy

The Lopez Library Board of Trustees is comprised of five voting members, appointed by the County Commissioners for five-year terms. Library Director Lou Pray prepares budgetary information for the board, provides news of county, state and national library issues, and attends all meetings as a non-voting board member.

Trustees set the direction of the Library by creating policies and long-range plans, assuring compliance with laws, and overseeing the Library budget. The board hires the Director and takes responsibility and liability for the Library, while leaving daily operational management to the Director.

Meetings are held on the first Tuesday of each month at 4PM in the Library and are open to the public, as is the annual fall budget meeting.

Seeking Applicants for the position of Lopez Island Library Trustee

Minimum Qualifications: must have the time and interest to do the work of a library trustee; must be willing and able to attend all board meetings and special meetings.

Organizational Information: One of five trustees who together oversee the work of the Lopez Island Library director and library policies.

Works with: Other trustees, library director and members of the Lopez Island community.

The board of trustees determines the basic policies for the library's operation and selects a director to whom the board delegates the authority and responsibility for administration of the library. The board, with the assistance of the director, develops the library's annual budget and authorizes and oversees all major expenditures. The board presents, explains, and defends the library budget to the general public.

The county commissioners appoint the members of the board of trustees. The board is responsible for carrying out duties assigned by state law. The library director reports to the board of trustees and is accountable to it for the proper fulfillment of assigned responsibilities.

Duties and responsibilities of the trustees:

  • Meet at least once a month, or more frequently as needed;
  • Select a schedule of time, dates, and places to meet to review the results of library operations and to establish policies for execution by the director;
  • Elect officers and establish committees as needed;
  • Evaluate and examine the library's monthly financial report to be sure that planning and policy needs are being met;
  • Authorize the director to take action as required and to conduct special studies and report the findings to the board;
  • Appraise the effectiveness of the director and perform an annual written evaluation of the director;
  • Actively seek funding for the library's needs and services;
  • Promote the library in the community and explain policies and services whenever called upon by public officials or private citizens.
